Is it wrong, or illegitimate to consider when a male athlete becomes a female athlete and must take drugs / medication in order to race down, that that is doping down?

Is (the) "process includes the submission of medical documentation demonstrating that the athlete's total testosterone level in serum has been below 2.5 nmol/L for at least 24 months and must be completed 90 days prior to the first day of the race in which the athlete seeks to compete."

The regulatory is in place to insure the racer, then, has doped / medicated, down enough?

Is that correct? Is that an irrational, unacceptable way to consider it? Incorrect in any way?
