I don't see by what objective metric Planche was a better TT than Lussari because the 2020 Tour was basically decided at the base of the climb.

Pogacar was still about 30 seconds behind Rogla in the GC at the bottom of the climb. One could speculate that the youngster went too hard on the flat part and that Primoz would have enough energy left to defend himself on the climb.

The objective metric were the intermediate time splits. The subjective metric are overwhelming opinions and the fact the TdF is simply a much bigger race than the Giro. The pressure at the Tour is immense. Not so much the Giro.

At the foot of the climb there was no certainty Roglic would lose. Roglic lost the stage by 1'56". He had a 57 sec lead at the start, was still in virtual yellow after the 2nd intermediate. I added the time gaps if my arithmetic is correct:

First intermediate
1. Rémi Cavagna 16.57
2. Tom Dumoulin 17.09
3. Tadej Pogacar 17.14
4. Kasper Asgreen s.t.
5. Primoz Roglic 17.27 (+13 sec)
6. Wout van Aert 17.36

Second intermediate
1. Tom Dumoulin 39.43
2. Tadej Pogacar 39.44
3. Rémi Cavagna 40.01
4. Primoz Roglic 40.20 (+36 sec)
5. Damiano Caruso 40.32
6. Wout van Aert 40.34
7. Richie Porte 40.44

Third intermediate
1. Tadej Pogacar 49.15
2. Tom Dumoulin 50.03
3. Richie Porte 50.21
4. Wout Van Aert 50.30
5. Rémi Cavagna 50.36
6. Primoz Roglic 50.37 (+82 sec)
