I think you massively overstate how important weight is in time trials. There's a reason why all round GC riders are often excellent time triallists, and it isn't their weight.

Flat TTs always benefited big guys, specially on one day races and not in stage races.

It's relative, though and a lot of factors go into it. Total power, the increased resistance caused by weight, aerodynamic efficiency, etc.

Just look at Wiggins and Froome at sub-70kg, for instance, beating much larger riders.

Look to Quintana, MAL, Purito.
Normally flat TTs benefits big guys more than small guys. Wiggins wasn't small... he was 70-71 kg when he won the Tour.

From what I understand, World Champions are allowed to wear their kits in Continental and National Championships.
Continental Champions are allowed to wear their kits in National Championships.
