Probably, but if he faces any resistance at the Vuelta then i am afraid he will loose that big time as well.
The simple thing si we won't know *** until the Vuelta, unless he does a clear Vuelta prep race.

He was 3rd best in the easiest 2 mountain stages in the TdF last year while coming in underprepared, and I don't think there would be any clear reason why he can't reach that level again.

The biggest reason to be undercooked in Tirreno also applied in Itzulia and it also applies now. Nothing particularly changed, other than it's even clearer he's not here for a result and he doesn't particularly give a *** about a top 10.

If none of the three mutants appear at the Vuelta and Rogla reaches good level then he could go for #5. Still, there could be dangerous rivals there i.e. if Almeida recovers and goes to Spain and likely a few other guys.

I don’t think RBH is the meme team here, Lipowitz just has a soft personality. So now Roglic needs to drop back lose time to show clearly that Lipo can just go for GC

At 36, only the present matters; what he did in two stages a year ago is irrelevant. This season he hasn't been one of his strongest; on some days, he's not even among the top five. His victory in the Vuelta depends on no one joining the current, very weak, start list.

Tejada could prove to be hard opposition for Roglic because Roglic doesnt give a sh*t anymore.

Nah I don't think that.

The most plausible reason is they wanted to really rip it from the bottom of that climb and Roglic was the only one they thought could make it hard enough to set up an attack. I'm not saying it's correct, but it's the only explanation i can see for the tactics.

Lipowitz took good moments to attack actually, he just happens to have the acceleration of a beached whale.

And you can wonder why others are closing the gap to him. Instead of letting Pogacar or Godon do that
