Forum rulers and opressors

Can someone please explain the forum hierarchy to me?

I've been going through the race threads and some people are being very authoritative and oppressive to the others.

Some kind of tree structure showing who's "in charge" here and who's at the bottom would be great. Looking forward to gaining some insight.
