Seriously, you need to narrow down your requirements and budget a little before you can get an answer of what's the "best" bike to suit your needs.

If you're not riding at all at the moment, you might want to do some recreational riding first, to get some fitness up, before thinking about cyclocross. But in general, if you want to get involved in racing, the best way to go about it is to Google where (and if) the local races are held, go and watch a race or two, and talk to some of the competitors and organizers.
 
A folding bike might not be needed.
Without a rear fender, just stand the bike up on its rear wheel and it doesn't need much space.
Maybe make a removeable cloth cover for the chain.
