The organizers couldn't have known it would be this close, but the 15k at the end of the climb probably did limit what they were all willing to throw at that last climb.

Big respect if he can win this stage, but I doubt it. For one, he's not even the fastest sprinter in his grou and second, he's been working too much.

Pinot, Zakarin and Pozzovivo know they're not beating Dumoulin. They have no incentive to ride hard. Only Nibali and Quintana have something to gain from getting 5-10 more seconds to him (and even there it almost certainly won't matter). Zakarin and Pinot need to save energy for tomorrow now.
