Thats how he rides and it is his tactic! There a lot aspects that makes cycling interesting and it would be boring if everybody rode the same way. It is great to have different type of riders with different strenghts fighting for the win and which approach becomes the winning one.
He cant also help that he has to ride that way to have the best chance to win.
