Going to watch a race in Europe: Spectating question

We want to watch the Tour of Algarve this coming Saturday. On average, when do officials shut down traffic on local roads? The race begins at noon. It is expected to reach our spot about 3:00 pm. Any advice?
 
I don't know about Portugal, but often there's some info about this on the organizer's website or the city's site... or you could call someone from the municipality... :confused: You can also ask this in the Algarve thread in the road race section, there might be more people active who actually live in Portugal...
