Yeah, maybe you're right with Rodriguez. I agree that winning a monument is better than any 2nd/3rd, but I'm not sure that all riders see it that way. Hamilton I think was definitely all about the Grand Tours - perhaps because LBL had no profile in the USA at the time.

1.) World Championship (because you have this chance only one time per year)
2.) monument (because there are also only 5 monuments per year)
3.) gt podium (only third because there are 9 gt podium places per year and in cycling wins count much more than second and third places)
4.) 3 times green (you could think that this should be on number one because you only have the chance to win the green jersey onece per year, but to win green is just not the main goal of most riders)
5.) 12 gt stages (12 stages at the tour de france would be number 4 on my list but if you win 12 stages on the vuelta over 7 or 8 years thats not so difficult for a sprinter)

The greens have to go at the bottom of the list. The secondary jerseys have become mainly devalued over the last generation. Virenque's tactic for the polka dots have rendered mountains jerseys as a break specialist's plaything (the re-allocation of points at the Tour has salvaged it a little in terms of who wins it, with Samu and Quintana being especially notable, but also that re-allocation lends it a rather artificial feeling) while the points jerseys have been killed by two things. One, the enormous sprint-weighting of points in the Tour which narrow the field of contenders enormously (each year Sagan picks it up early in the first week and never looks like losing it), and two, the backloading and HTF/MTF frenzy especially in the Vuelta which render it little more than a consolation prize for the GC guys.

Monuments and the Worlds have to go above the GT podium for this simple reason:
Quick: who was 3rd in the 1999 Vuelta? Who won the 1999 World Championships?
Who won Liège-Bastogne-Liège in 2008? Who was 3rd in the Giro that year?
I bet you most people could name Freire and Valverde quicker than Heras and Bruseghin.

12 GT stages, if they're all pan-flat sprint stages it's impressive, but sprinters get more chances than most to win, and there's usually five or six of them per GT. Winning 12 GT stages and NOT being a sprinter is another story. Gino Bartali and Mario Cipollini have the same number of Tour stage wins (12), for example. Are Cav's 43 or Petacchi's 48 GT stage wins, all sprints of some kind, varying terrain, really that more impressive than Bernard Hinault's 41 spread between sprints, breaks, punchy stages, mountain stages and time trials? Daniele Bennati and Federico Bahamontes have the same number of GT stage wins, I can't possibly imagine Bennati will still be being talked about in 50 years' time.

I wonder which Cav rates more his worlds, his monument, his points jerseys or his total grand tour stages and would he swap any of them for an Olympic gold on the track.

To me it is his number of TDF stages that is his biggest achievement, admittedly a tad more than 12.

I was actually making a guess myself before realising you put the answers in there. Not fun
Would it count if I classified Heras as "some spanish dude". Freire I had to guess too though

Should make a distinction between the Tour and the lesser GTs. The Tour reigns supreme.
1. WC
2. Monument
3. 12 Tour Stages
4. Tour Podium
5. Lesser GT stages
6. Lesser GT Podium
7. lol green jersey

But honestly, the prestige afforded by victories isn't constant, nor even additively separable. If you have a lot of something, getting the thing you're missing can have tremendous value. Purito winning a GT would be huge for his palmares.

Winning 12 Tour Stages can be worth more than another monument.

I think that the WC is even more important than roubaix and I also think that PR is more important than the ronde
In my point of view the giro de lombardia isn't more important than liege-bastogne-liege too
