Andrew Fenn? Correct. I was going to have Enrico Battaglin, and in checking info on him I came across this 2012 CN article placing Fenn top of a list of 5 "Riders for the Future", to the exclusion of Aru, Demare etc.
I suppose I should have said yes to both English and Scottish, but sport has an unrealistic tendency to reduce nationality to a mundane one-person-one-flag level of over simplification.
