Ever competed in track World Championships? Yes* He did compete in the 2008 World championships, part of Italian team coming 8th in the Junior Team Pursuit. No would have been wrong, but unqualified Yes would have been misleading.

Active after 1/1 2022? No* No road career since 2021, but he did join a MTB team (Torpado factory team) for (at least) 2022, but I couldn't find any results, and some indication that he never even participated in a race (https://www.xcodata.com/rider/luca-wackermann/), So the correct answer is No in terms of Road Racing, but not clearly no in terms of career as a cyclist.

Retired before 1/1 2023? Yes* I don't think he ever 'retired', just couldn't find a team after 2021 (form probably affected by injuries from his close encounter with a helicopter at 2020 Giro). In practice he was no longer racing by that date, thus 'yes', but if retirement is a conscious deliberate act, then there is no evidence of it, so qualified wit an *.
