Edit: Technically, he was on podium on Paris due to team classification in 2006, so I don't know if you count that.
Edit2: You said that he retired before 2010, so that does not make sense at all.

Is he European?
Ever been NC in elite ranking either RR or ITT?

Some of these questions are yielding contentious answers. From the interpretations I am using, you are looking for a male who was born before 01/01/1980 and predominantly, but not exclusively, a road rider; however he did not gain any fame as a cyclocross rider. He is not active, retiring before 2010, but not before 2000. He has no relatives in the present péloton that I know of, however relatives of his have been cyclists at the top level in the past.

He is a European, so therefore he is not Bradley McGee or Mick Rogers. From a geographical point of view you couldn't call where he's from Eastern Europe, and he is not from a Warsaw Pact country (not including East Germany), nor is he from Belgium or the Iberian peninsula.

He has entered Le Tour, but has not stepped onto the podium in Paris, nor has he stepped onto the podium in a monument classic.

On the other hand, he has picked up a medal at the Olympics and is renowned for his time trial skills, though he has not won any elite national championships in either this discipline or the road race (although he has won national championships at a different level).

He is not from the Netherlands or Great Britain. I don't actually have any record of when his track activity starts since all his relevant achievements have been on the road.

If it wasn't for them winning the German ITT NC, I'd have thought it would be one of Peschel or Rich.

He is not from Switzerland, Austria, Luxembourg or Scandinavia, and there was a key element of an earlier question that has meant the game has gone on longer than it possibly should.

I assume by "the yellow jersey" you mean the one at the Tour, as the most famous and prestigious, in which case he has not worn the yellow jersey. He has, however, worn other yellow jerseys of some prestige.

His Olympic medal was not in 1992, but it was in road cycling. Really: don't get hung up on the non-road cycling bit. He did a bit, but he's pretty much exclusively known for road racing. He's not Daniel Becke, Uwe Peschel or Michael Rich.

Even he's from East Germany, all of 5 riders who won the gold medal in 1988 retired before 2000.

Edit: Looks like Uwe Ampler rode Österreich-Rundfahrt in 2000, so he must be our rider.

Indeed, Uwe took his suspension in 1999, and rather than him retiring, no team picked him up for 2000 when it was up, but he still got to ride the Friedensfahrt and the Österreich Rundfahrt before retiring for good. Both his father (Klaus) and his son (Rick) have made their names as cyclists, Klaus obviously far more successful, also winning the Friedensfahrt and being part of one of the more contentious issues in Eastern Bloc cycling when the federation fabricated a positive test to prevent him racing the World Championships for fear of defection.

The reason for the contentiousness was that Uwe won the DDR RR twice, however there were no "Elite" championships in the DDR because there were no pros. And Uwe wore the prestigious yellow jersey of the Friedensfahrt leader many, many times.

I know he was last year, but he's without contract this year, right?

He's entered some races this year including the Nat Champs, but yeah, perhaps without a team.
