I've double checked my answers, because there seems to be a touch of desperation in the questioning, and I would have thought this guy would come to mind more readily than Sprick or Cazaux.
To clarify: his .1 or higher win tally is one stage. He hasn't won a race, as I thought we had a convention that 'wins' means any win including a stage, but 'race win' excludes stages; he has one stage win, so when asked whether he had won stages (plural), I acknowledged that the correct answer would be rather pedantic.

The problem was the guy I've been trying to fit into it throughout has been Jérôme Pineau, except that he won the Tour de l'Ain all the way back in 2004. Nicolas Portal was the other name I thought of but I couldn't justify his retirement as being "normal" as it was due to health issues which seemingly ultimately led to his premature death.

It is Nicolas Portal. Sorry if my answer about retirement was misleading: I tend to think of not-normal retirement as severe injury or a ban, rather than end of season conceding to lessening performances, but I can see why you would have expected a no on that: I'll look it up more precisely and consider an asterisk on that one in future.

And the comments at the time look tragic now that I look it up knowing what we do now: "Having to call time on my racing career was obviously a difficult one, but the birth of my first child last year changed my outlook a lot and taking this decision now means my heart condition is never going to worsen and I'll always be able to lead a normal life."
