Yes. She is not an unknown member of the Chaves or Schleck families, but she is the younger sister of Thomas Dekker (no relation to Erik).

In the English translation of his biography, which I own, it's described as being the junior ITT and mentioned that she beat Marianne Vos. The latter might be true, if Vos finished outside the top 10. I also think Vos is a year younger than Floortje Dekker, so it was probably not a big surprise, if she wasn't a contender that year.

Vos did however win silver in the two following years behind Roxane Knetemann, daughter of Gerrie, who was the national coach when Thomas Dekker was first selected, and Maxime Groenewegen, the older sister of Dylan. Daddy Gronewegen is also called Gerrie by the way.

And let's just add another family connection: Thomas Dekker had a fling with Elisa Basso back in the day, but he pretty much did with everyone who was willing to (allegedly).
