My thought was either "coastal country but not bordering a sea" (e.g. Portugal, which borders the Atlantic only) or "bordering an inland sea" (e.g. Caspian or Aral, though can't really consider any European countries that do so). There could also be "country with a non-contiguous part that borders a sea but not where this rider is from" but I can't think of any European countries to which that applies as all the countries with non-contiguous parts are not landlocked.
