He has raced the World Championships on the road.

He didn't play any other sports.

He was not suspended for doping.

For those getting stuck on the 2000 clue, he retired legitimately, but it wasn't planned to be as such.

If you're referring to the Am Worlds, yes.

He rode the Pro Worlds too.

I think you're onto the answer here, but since I seem to have gone a bit too niche, I'll recap.

Male rider
Former Communist country, speaker of a West Slavic language, so Czech, Polish, Slovak or Sorb (or Kashubian) for the uninitiated
Rode the Worlds as both an amateur and pro
Never podiumed a GT but rode well when he did get to do one
Did not win any monuments nor is he really a Classics rider
Stopped riding but not in a planned retirement, somewhere prior to 2000.

Actually, LS, I still have no idea who this is. I was trying to get just enough data so that I could find him by sheer brute force, but no luck so far.

Some other clues you mentioned:
No WT (or equivalent) wins
Fewer than 10 wins (national titles excluded)
Under 30 when he retired (hinted at being just before the start of the 2000 season)
Older than 35 now (so born between 1970 and 1980?)

The retirement was well before 2000.

While there have been a few questions to date on when and why he retired, and a few questions on his palmarès regarding GTs and Classics, there's a key question in each that hasn't been asked, that will lead you to your man.
