He is riding at the Continental level, not on a World Tour team, and he is not from the country his team is registered in, although he is from the same continent. He is Asian, from a country which presently has no World Tour riders, and he has never started a Grand Tour (including the so-called fourth GT, the Tour of California, in 2016). Although he has never competed in a Grand Tour, he has won a lengthy stage race, this being the Tour of Qinghai Lake. He was born on or after 1/1/88 but before 1/1/93. He is a former national champion in the road race but not in the time trial, and has yet to record his first UCI-level victory in 2016.

He is not Low Ji Wen, however I can't honestly comment with any authority on whether or not he has a passion for drumming. Nevertheless from the clues you now have it can only be one person, and that person is the person you are looking for.
