I took western hemisphere as meaning the more imprecise and nebulous 'western world' rather than literally going from the 0º meridian, seeing as we generally include most of continental Europe - especially pre-1989 - within the definitions of 'the west' and it's difficult to think of, say, Amsterdam as being part of the Eastern Hemisphere even if literally speaking it may be.
Fran simply doesn't have a team. She was a promising climber back in the early 2010s, finishing top 10 of the Giro as a 20-year-old in 2013 and though 2014 was bad, she was impressive but inconsistent in the climbs in 2015. She then withdrew from the sport to take a break for personal reasons in 2016, and since then has periodically come back but really struggled. She didn't race at all between February 2018 and June 2019, when she took a short-term contract until the end of the year, and wasn't retained for 2020. She does a bit of cyclocross to keep busy but hasn't done any recently. I wouldn't have been surprised if, had this been a normal season, one of the Italian teams would have taken a flyer on her mid-season for Trentino and the Giro Rosa in the ever-dwindling hope that they could get the woman who could climb like she did 5 years ago (let alone 7), but otherwise she's simply sat out. I've always described her as being like a female Igor Antón in terms of her unreliability and skillset, but even in his Dimension Data times Igor was a bit more competitive during his 'down' phases.
