He is not over 40
He is not on a Continental team
He has not finished in a GT top 10
He is not from a country with exactly three colours on its flag
He has not previously been on a World Team
He has no wins at the .1 level or above (so races we would count as professional)

From Balkan country?
Is the country he's from the country he represents?
Is this his first year on ProTeam?

This is rapidly becoming the CN vexilology thread (the only European country that has more than three colours in the flag other than by the inclusion of a coat of arms is Azerbaijan, so I think we know the answer to Sir Fly's question)

(Deleted my questions: I think I am down to two possibilities, and outstanding questions will decide between them)

No: I have three options, so reinstating a question: has he raced outside Europe this year?

He is Spanish, and thereby his country's flag contains a coat of arms.
He is on the same team as last year
He has raced outside Europe this year
He has never started a Grand Tour

Strictly speaking, I think Malta and Liechtenstein both have flags which have insignia other than a coat of arms that take the number of colours above three. But we've established he's neither Maltese nor Liechtensteiner.
