I don't know how much Hein is in the UCI's business, but it seems pretty obvious to me that he's setting strategy for the UCI.
If you look to sports like cycling where the major events are in the hands of organizing committees whose main objective is profit – very often to the detriment of the sport – they become very protective and don't want events in other countries.
The problem being Hein's federation is not profiting.
