UCI championships have had doping positives in the U23's. Recently, the 2010 CX first and second place were both official positives. Going waay back, in the 90's juniors and espoirs were dying of heart attacks. This shows kids have access to doping programs.
Development teams are run by the same organizations with extensive doping records. No, I don't believe the history of doping positives are done by lone riders who do all of the figuring out about where to go and what to do.
I look at Taylor Phinney's latest win and wonder how many (including him) are doped in his race.
