So the best GC riders should give up there chance of winning the stage because there are TT riders that can start earlier?

Last sentence was to clarify that if you can’t make tactical decisions the playing field should be leveled. How? I don’t know, that’s not my point.
Your points are valid but to make money it's way better to not stack all the best riders way late in the day for start times. You have people in the street and in lots of small towns races get great word of mouth from local retailers and fellow tiny town governments, that hosting a race is good for the economy if only for a day or 2.
If you put all the best at the end you see a bunch of pack fill that are not posting fast times and many cycling fans know that Conti riders or regular domestique grunts are not fast, not going to win and are not worth watching.
All the best races have some local announcements and if you get multiple lead changes in the last @20 riders people enjoy it.
AndEuskitel, Kern,BH, Caja Rural may get a good ride out of someone, usually stacked with Spanish riders, but depending on starting order, I wouldn't miss breakfast or my next beer to stand on the streets to watch most members of their squads, no disrespect, just want to see UAE and Bora, Soudal,and Visma..

Looking at a few websites it'll be windy until about 16.00 then it'll rain, so it's not surprising the favourites are going out early. So it'll be follow on text only. First rider off at 14.10 CET.

Ayuso can win this, I think, but going by the current forecast, conditions should more or less be the same for all of those starting early.

Does anyone have the full starting order?

The conditions could be better or worse, nobody can really predict that and indeed there could be more insight involved, still i find it a bit strange Remco doesn't want to ride in the same conditions as Rogla and Jonas. But OK this are less important things now. Aiming for the overall you will need to produce great ITT tomorrow.

Vamos Rogla! Time to beat Jonas.
