It basically has the German Cycling Federation saying there is no legal reason why Ullrich could not get a German licence if he would move back to Germany.

Well it was very obvious that Jan never really started the tour in top form, because you always saw him grow every day. If he started the tour like he ended them, I'm sure he'd make Lance's life a living hell back then... I've a lot of respect for the german too though.
