japanese riders expelled from tour of china?

The UCI and Pat Mcquaid should be embarrassed the Japanese are being sent home from the tour of China due to the current political relations between japan and china. Wether it is China expelling the Japanese or Japanese riders being sent home because of safety issues, the UCI should shut down the whole event and pull riders of all nationalities. If an event isn't open to all qualified riders or can't guarantee the safety of riders because of their race or nationality it shouldn't be sanctioned by the international cycling body and doing otherwise delegitimizes the entire sport.

According to cycling news, as well as every other article I have read, the Japanese (riders, Media, and a doping official) were asked to leave by the race organizers citing security concerns. Pat McQuaid said they were expelled. I haven't seen a single article describing Japanese riders leaving of their own accord.
