Even cloudy you would strike the body when sweeping I would think.

The lifeguards and managers of the swimming pool, along with the three health inspectors involved, have been placed on administrative leave, authorities said.

I would think so. The pools I've swam in have been very clean. When the poolman went on vacation I would maintain the high school pool and even I could keep it clear.
