I really love this idea of 1 day race in Andorra. There are not nearly enough of them.

Yea, Beixalis isn't gravel anymore (Beixalis east used to be), it's the climb where Sepp Kuss escaped to win a stage in the Tour a few years back. The gravel is on the bit between Llac d'Engolasters and the Els Cortals road. If it had only been about the gravel being unsafe, I wouldn't be sure why Beixalis had to be removed here unless they can't take the valley road rather than the tunnel between Ordino and Andorra la Vella, but Beixalis is much narrower and twistier than Ordino. The gravel must also be a problem as if it were just Beixalis, they could just do Ordino twice by looping back to it from Encamp.

Think Andorra would be prime real estate for a Challenge Mallorca type deal, a few different races over different days, so many cyclists living in the region that it wouldn't even interrupt their training.
