I think the teams like Lotto are at least in part gambling on a more favourable split in the final lap. Current situation is not a major improvement over a full bunch sprint for them.

That group would've split again. The chance they are winning this in a sprint of a 30-40 man group are minimal anyways with so many faster guys. Best shot was keep that group going and then split it again as much as they could, instead of risking to miss out now.
