Yep, that's not allowed, so either Movistar riding with some guys on the dev team and PCS automatically added both teams to the list.

I wasn't sure a development team had ever actually raced a .Pro event in its home country, because it would require that the parent team rejected its invitation which the organisers probably wouldn't like, and the devo team also wouldn't be able to borrow any pro riders since that isn't allowed above class 1. However, it did happen with Quick-Step in Circuit Franco-Belge last year.
