He was eating during the climb. And drinking a lot. The eating in the middle of a climb is a red flag as some ex-riders like Contador have pointed out. Similar thing happened to Roglic earlier this year. And the mono climbs with headwinds are usually underwhelming. But I am happy for the winner.

Quintana abandoned the Tour of Turkey. He is still carrying some pain from his injuries. He will now take a break.
