Apparently they need to wait for an ambulance to pass to attend to the incident ahead of the race for it to restart, must admit this a new one to me.

It just might be the closest one in attendance. I do remember one race pausing because there weren't enough ambulances behind the peleton to make it safe. They were too busy dealing with previous crashes and it just became too dangerous to continue.
 
An ambulance, not necessarily one of the race ambulances. But the person being treated is presumably on the route.

The race ambulances are behind the peloton, so we would have seen one of them passing the riders if it had been that vehicle.

We've seen (or at least heard about) similar things happen before, also in men's races, but I don't think it usually takes this much time.

Just seen that GC time gaps will be taken at 3kms to go due to safety concerns of the finish. Just looked at it in google maps and its stupidly narrow and technical. I can see there are definitely better locations in Bury St Edmunds than that.
