Licences as Flags of Convenience

It seems that some riders take out a racing licence from countries that do not relate to their nationality - a sort of flag of convenience. Does a rider actually have to have a connection with a place to get a racing licence? Is there anything to stop a rider from registering in, say, The Turks and Caicos Islands, Belize, The Cayman Islands? Apart from trying to avoid doping controls, would there be any reason to do this?

one word...

if every athlete that resided in and was registered to monte carlo, they would dominate the olympic medal table and most of F1..
