Licences as Flags of Convenience

It seems that some riders take out a racing licence from countries that do not relate to their nationality - a sort of flag of convenience. Does a rider actually have to have a connection with a place to get a racing licence? Is there anything to stop a rider from registering in, say, The Turks and Caicos Islands, Belize, The Cayman Islands? Apart from trying to avoid doping controls, would there be any reason to do this?
