The 09 Tour did have a divided team. When Horner made those comments he most likely knew about the new team. So I would put it down to staying employed. Berto's attack against Klöden/Lance revealed the bitter divide.

Chris does say what others are also thinking. He could bit his lip a little more, but he could also trying to play the head game with Berto.

I have never payed attention to Horner's intellect, it's not my business, but there's one remembrance that makes my respect the guy.

12 Jun 2010. Dauphine. Talented 22 year old neo-pro Tejay Van Garderen (HTC) (unexpectedly 2nd in GC at the moment) gets dropped (and seems absolutely fagged) on the ascent to Alpe d’Huez and 39 year old Horner (RadioShack) offers him help leading the boy on his wheel to the finish line, so Van Garderen ends that Dauphine 3rd.

That's worth more than some useless reading...

Sounds like a pretty good tactic to me! Ok, his attack after 16km wasn't exactly smart, but by that stage in the race it was all or nothing. But overall, I think he does have pretty good tactics - he has a good cycling brain which he is able to ally with being the best cyclist in the world.
A rather poor analogy would be someone like Griepel, who undoubtedly has the speed to challenge Cav, but often lets himself down with poor tactics/positioning.

He doesn't only lead riders from other teams, he gives them a ride to the finish:

Chris has more cycling smarts than 99%+ of the current peloton.
He has been around the block. He has ridden steel.

Chris has more cycling wisdom in his hair follicles than most current riders have in their entire brains.

You could learn many things from Chris, GrasshopperBob.
He has the Eye of the Cheezburger.

Yes, a second year novice will THINK they know most everything, but a true Master is WISE enough to acknowledge they do not understand.

I am still surprised that the race doctor allowed him to continue. Even the smallest hemorrhage in the brain would be severely worsened by chasing for 25 km with a high pulse/blood pressure. I think it was irresponsible. Glad he is ok.

Contador actually explained about the Telegraph attack in an interview.
He didnt care about the GC, said, to him it didn´t matter if he was 5th or 15th at that point, He love to race and this day he wanted to give something to the fans so it was all calculated, he didn´t go for the gc but wanted to make a spectacular race out of it.
