Millar and the Olympics

Over the last couple of days there have been a few articles about whether or not Miller should be allowed to ride the Olympics. I'm not British, so i'm not bothered from a national point of view, but i don't understand why he can be allowed to race all the UCI races and the worlds (representing his country) and then not be allowed to ride the Olympics!

Is it because the Olympics are seen as a "cleaner" and more "pure" event? Because he is allowed to represent his country in the worlds, so it can't be any national pride issue! Is it just the British Olympic committee that have set these rules?

This should probably be in the Clinic but the reason is as follows. The British Olympic Association (BOA) have a bylaw that states that any athlete who has served a doping suspension is barred from competing at the Olympics. Millar was obviously banned several years ago, and is therefore barred from competing in London. He can race both for Garmin and for GB at events like the World's because they are nothing to do with the BOA - the team for Copenhagen for example was picked by British Cycling, run by Dave Brailsford. The reason that the BOA's bylaw is under such scrutiny at the moment, is because LeShawn Merrit (an American 400m runner) successfully won an appeal at CAS that means he is eligible to compete at London - I can't remember the specifics. The BOA is out of step with just about every other nation, and with the IOC, which is why it is so controversial.
