The late 90s saw some spectacularly good electronic music acts emerging, especially (but not exclusively) under the Warp label.
Aphex Twin, Brothom States, Plaid (previously The Black Dog), Prefuse73, Autechre, Boards of Canada, Jimmy Edgar (a bit later), and a lot more really.
Some really experimental stuff, some flirting with mainstream, some in between.

As is typical with electronic acts (or perhaps with any kind of band or performer), you're gonna love some, hate some. Plaid, for instance, I loved their earlier albums, but got really bored by some of their more recent stuff.
Some Jimmy Edgar songs blew my mind, others are really really lame.
With some of these acts you really have to filter through a lot of crap, but if you do, you can come across some really exquisite songs. Some of the Aphex Twin/Squarepusher/Autechre stuff is too much (too crowded/busy/chaotic) for me, but it's been rewarding to go through their ouevres in search of diamonds.
Boards of Canada otoh are more predictable.
