Don’t know but clearly there is a trade off between puncture resistant and suppleness/speed.

I think teams will carefully consider this and the benefit of decreasing the risk of puncture, both from hitting cobbles faster (impact) and from not being able to take the best line (probability).
Sorry for replying to my own comment here but some new information has been published on YouTube on this specific topic.

Executive summary
  1. Almost all teams on tubeless
  2. Speeds are so high that energy/impact is a real concern
  3. Burps and broken rims rather than punctures are the issue
  4. Hookless seems a problem of its own
  5. Inserts may actually exacerbate the issue
  6. Teams apply different strategies eg silicone fastening etc to decrease risks
  7. Tyre pressure seemed really on the edge ie low side this year
  8. Optimal tyre width maybe 35-36 mm depending on wheel and expected positioning
