Yeah, I agree with this. He's got nothing to prove at the Tour anymore apart from winning the polka-dots, but that can be very draining. It's happened so many times that a fresh rider wins the Vuelta, he doesn't have to be as good as other years, he just has to be fresh and he can win.
Perhaps he can ride Tour de Suisse and try and get a few good results there.
