Now, what other promoter has that kind of leverage?

Boxing, MMA.
I'm sure a Alexander Ovechkin doesn't just get to pick which teams he wants to play against.
In Euro Cup qualifying, even the Spains and Italys of this world have to play the Liechtensteins and Andorras, even if the clubs get ****ed off when their players get pulled off to the national teams for these games

The language used by the governing body is a disgrace, they should hang their heads in shame.

Fair enough there should be repercussions if you cant or wont fulfill a fixture, a fight, a race or whatever but that is just despicable from the UCI. Its no surprise though because they are worthless rubbish. :)

The false claim made before the Tour of China was GCP was just another race promoter. Funny how the Tour of China has the same number of points as some very big events.

In the same letter teams were threatened with suspended licenses if they did not send riders to China.

See the Pat Mcquaid thread in The Clinic.

The UCI would bring out the big guns if any World Tour race was threatened with boycott. They'd lose all their power if the teams could freely choose their programme.

No they wouldn't. The teams can't choose 90% of the schedule. Most of World Tour cycling events are owned by three firms, ASO, Unipublic, and the Giro owner whose name I can't recall.

What's left is Tour of California (AEG), Tour of Colorado(Quiznos money?), Tour Down Under(?), and the Tour of China, (Pat's GCP), Tour of Qatar (royal family?), Tour of Poland(?) and at some point possibly a Russian event.

The Tour of China is the most strategic race for the Teams to exert some political pressure on Pat. Hence Pat's full-force assault on sponsors and the Teams themselves by threatening to pull their license.

It is pretty clear that this came directly from McQuaid. The imbecile is a hot head. He probably got mad about the situation and wrote the letter personally. The wording has all the makings and threats of McQuaid and his arrogance on it.

the way it really went down...

Midnight, deep within the UCI's Swiss Bunker. The room is filled with cigar smoke, and men, who give their complete attention to The One at the head of the table. A voice speaks from the darkness...

"Don McQuaid, some of The Families are in revolt. Its about the radio thing. They say they won't go to China!" Muffled whispers course around the table.
The elderly man before them speaks with measured words, "You mean Johan and Jonathan?"
"Yes, Don McQuaid, the same. And to think that your are godfather to their children."
" I see.... you must not take this personally. it is only business It is the business we have chosen. I will speak to them, They will change their minds."
"But how, Don McQuaid, their hearts are set against you."

Pausing to reflect, "..... I will make them an offer they can't refuse."
