Using that logic if someone lined up the 10 most attractive people in the world (to you) and asked you to score them out of 10, one of them would have to be a 1? That makes no sense.
That's a poor translation of it to a different domain. If I was set up for 10 blind dates, and I would have to score them, I think that I would generally extract the most information with a full use of the scale, rather than giving everyone an 8. Note that two routes (or two dates) can score equally, so magnitude of differences still matter.

What's the point of a scale of 1-10 if there are options you never use?

EDIT: To give you the route version of your example (still not quite equivalent), if I had to rate the route of Paris - Roubaix for any given year, I'd probably give it a 5, as the changes from year to year are so few that I'm unable to order them, so I treat them all as equals. It's a bit meaningless for me to say that the 2021 route of P-R was a 9 or a 10. It doesn't stand out as a P-R route.

lack of variation in mountain stages, not nearly enough TT to balance the 6 mtf's, no "special" stage (muro, strade bianche,...).
Only thing that's really good are the 2 or 3 medium mountain stages.

It's just a route for a skinny climber. Nibali is naive, this route is made for guys like Carapaz, MAL or Mark Padun.

It's really no fun for Pogi either, the altitude will reduce his advantage although he could just bet on the one long-range attack a'ka Finestre (Blockhaus for example) and smash competition during final ITT. Maybe it could be enough, but I don't believe he will risk Tour loss for a double just yet.

What altitude? I think it's one of the lowest routes.

No, that would require the Stelvio and a start in Slovenia. It's still tough with Mortirolo and Fedaia, so I don't expect any of the Tour favourites to participate.

Carapaz probably has the best chance to win this. He could ride the Giro-Vuelta double.
I didn't mean on the quality and cities they visit. I meant it on the hardness. The harder they do it the least interest it will generate for the UAE directors.

6. Needed a little more TT kms and a gimmick stage, and I’d give it an 8. I love medium mountain stages because you get a real mix of riders who can still be in the mix at the end. Also stage 20 is damn hard, going to be some tired legs by Pordoi…

Not much difference from the Tour including Lacets de Montvernier or the hairpins above Culoz.

Makes for some good touristy TV images, but is irrelevant to the actual race.

It does make positioning at the start of the final climb more important, but that's it.

It makes the ascent shorter and steeper than it otherwise would be.
Yeah,, bt Fedaia always comes down to that long brutal straight, the Malga Ciapela drittone . That 3km long really steep straight with ramps up to 18% is the crucial part, pretty unpleasant to ride on a solo ride (mainly because o the mental aspect).

Yeah,, bt Fedaia always comes down to that long brutal straight, the Malga Ciapela drittone . That 3km long really steep straight with ramps up to 18% is the crucial part, pretty unpleasant to ride on a solo ride (mainly because o the mental aspect).
The km before that stretch is 10.9 % through Serrai di Sottoguda and instead ~4 % with the detour. That makes a difference. Total ascent is 700 m shorter through Serrai di Sottoguda.
