Let's go in the other direction. After each rest day, max team size decrements by one. So if no one in your team crashed out yet, you pick someone to send home. That way everyone who's still riding has completed all the stages, but if you lose a rider on day one your disadvantage eventually resolves.
This is a fun idea. I say that team size on final stage should 4, just because there's the possibility that a team wins yellow, points, KOM, and young rider classification with four distinct riders. Then it would be a shame to throw someone out. How big team start size should be, I don't know
 
But imagine how silly would it be to look at INEOS subbing in Ganna and Tarling for a week 3 TT because they haven't won a stage? You could give late starters a time penalty, etc., but ultimately I think my more strict suggestion is better in line with Unzué thought
I see nothing wrong with that. If you want subs then they should be real subs and not some type of ghosts. If you sub someone in during a football game, their goals still count.
