Speed (or more accurately in this case is the term 'quickness') - you either have it, or you don't. You can't change your percentage distribution of type I and II muscles - you get what you got from your parents. Your friend may want to go and whine to his mom and dad about his lack of type II if he doesn't have it naturally...

Fast and fit as quickly as possible should be centered around technical skills. Probably 50% of sprint training is made up of technical skill drills, 25% speed sessions (in group) and 25% strength work in the gym and circuit training.

No need to go running for an hour, it's a waste of specific training time. the season starts in 4 months so priority should be strength for the next 4-5 weeks so that your friend has the muscular ability to deal with high intensity training.

Back in the 80's I was lucky enough to have the physiology and train in an elite junior spring squad of 100m/200m and 110m hurdlers which ended up generating 2 World Championship gold medallists and numerous Olympians and national sprint event finalists. I'm sure that advances in sports science since then have meant that drills have changed but I would be very surprised if the above composition of training has changed significantly.

20 yr old wants to become a 100 meter runner?
wtf? first u need to get in shape, then learn technique
I was a long sprinter and could never relax coming out of the blocks inthe 100 i could kill in relays but there is alot to transitioning the force needed to explode out of the blocks and then try to relax as you also are trying to reach your max speed and hold it.
So while the 100 meters might look to people like something you just do
there is alot of technique involved and even if you are fast it doesnt always translate.
You need quick reaction time, alot of explosive power, be able to reach your top speed quickly, be able to relax and not tense up while trying to max your speed, need to be able to hold your top speed and have enough strength to only slowly lose speed.
Just to compare assets that dont always translate to 100 meter speed
I was quick, fast, strong, with good endurance
but i couldnt transition from out of the blocks and access my speed quick enough.=loser
I did much better in longer sprints where i could relax and take my time getting up to speed and holding it for longer.
