not wrong at all. the CO rebreathing test is a short term exposure (STEL) of approx 40 ppm. about 4 or 5 times less than OSHA's STEL ceiling of 200 ppm.

while you made no mention of it i'll jump ahead and discuss the other figures anyway. the EPA, WHO, etc, numbers in your link pertain to time weighted averages (TWA) and mostly concern environmental pollution, outdoor, and general living spaces where people spend vast amounts of time and chronic exposure would be more of a threat. it's an apples and oranges comparison.

as per your link and completely consistent with mine, short term exposure (STEL) of 40 ppm is actually close to the limit regulatory agencies set for longer exposures (TWA), ie allowable over the course of an entire 8 hour workday and still thought to be safe. all of this is clearly explained in my earlier link - the graph on slide 21 is especially helpful.
