Why is one of my all time favorite cyclists, Oscar Sevilla riding the
backroads of Columbia? Is it age, ability, or some politics of cycling?

cuapio still rode wlel in his last year he just wasn't motivated anymore and was homesick, so he went back and now races in mexico.

sevilla has a hard time finding a european team and he doesn't want to ride for minimum wages, so he now rides for orgullo paisa, who pay him well and he's been racing in colombia for 3 years now and he says it's the most fun he ever had. his ultimate goal is to win the vuelta a colombia, he's done it 3x now but hasn't got any better than 11th, so it's a hard race for him to win.
 
Cuapio won the Cima Coppi in the Giro that year. He was in the break in the mountains a lot - as he always was, but it was very difficult for a lot of people to take it seriously, with the performances of that CSF-Navigare team that year. The team cleared house after Sella was busted, and Cuapio felt it better to go home than to scrat around for a ride where the chances were he wouldn't get to ride the Giro.

it's the same thing as libardo nino in 2007. in colombia when you are caught you can usually still race until the b sample is tested.

CN is wrong - CN is daydreaming, welcome to the new world would I say, won't happen ... wait and see ... no sanction what so ever foreseen for Hydroxyethyl if, just a slap on the wrist from the NF at most.

The rest is just window dressing to keep a good face for them Bobo's ... Oscar will keep on racing till he's dead starting with stepping in the Classico RCN coming day's ending OcT 10.

Potentially. The front page article suggests that it needs positive A and B plus the co-operation of the UCI and relevant national authority. Cannot be suspended from an A test. So Eze should just refuse the test of the B sample and he'll just be doing his MC Hammer impersonation. I'm sure the ASO and UCI will take umbrage with his being invited to places, however; Vacansoleil don't have to be invited anywhere, whereas with the only truly comparable case of somebody being known to have done something but be in an unsuspendable limbo (Valverde) they couldn't uninvite the team to most of the races he rode outside of Spain, and the Spanish authorities had no intention of suspending him. We may only see Eze in Spain and the Netherlands next year... but then again what's new?

In the case where an A-sample is positive for something on the banned list, then a rider will be provisionally suspended upon the positive. It requires a positive A+B test to suspend somebody outright, though a rider can spend over a year on the 'provisionally suspended' list in complicated cases (see Serrano and de Bonis on the first biopassport cases). Because a rider is provisionally suspended upon the A-sample testing positive, then what do they have to lose from asking for the B-sample to be tested? If it's -ve they have a chance to clear their name, if it's +ve it's not exactly a surprise. If a rider doesn't ask for the B-sample to be tested, then yes, it's actually a tacit admission of guilt.

However, this case is a bit different. The A-sample is positive, but not for something that's on the banned list - but it's something that apparently only shows up in transfusion. Because it isn't something that's banned, they cannot provisionally suspend somebody on that alone - hence why Mosquera and Garçia are free to ride, and Sevilla's provisional suspension has been revoked. In which case, asking for the B-sample to be tested actually DOES have something to lose, because a B-sample also being positive entitles the UCI to open up disciplinary proceedings. Refusing the testing of the B-sample here may still be a tacit admission of guilt (it would certainly seem so) but may buy a bit of time - if Eze can hold off a suspension for a year or two he can take retirement with it.

Oscar Sevilla, the Spanish all time cycling hero celebrated with his team 'Orgullo Paise' (proud country) his 34th birthday, and the good news that his name is cleared from some unfounded foolish doping accusations. With his teammates, team officials and the media Sevilla held a humble paty at the hotel where his team in Bogotá is sleeping for tomorrow's time trial in the RCN Classico Comcel, to be held between La Calera and Sopo.
