Shouldn't cyclists be allowed to use their hands?

There are normal street bikes that have an extra system that allowes to use the hands for forward motion, too. Something like this.

I'v seen self modified race bikes that have a similar system. Only that there was no crank but two hand pedals that had to be pushed up and down. (Much smaller than those cranks).

So my question is, shouldn't this be allowed in pro racing? I don't really see why not. It wouldn't change the nature of the bike as the frame shape wouldn't change and the vast majority of the power would still be created by the legs. However, the hands could be used to gain a junk of extra wattages. While this would really be a benifit at high speeds, it surely would be helpful on climbs. It would allow riders to increase their power on the climbs for a couple of minutes, at least.

Allowing such systems would especially help to make riders a bit ehavier again, as they would have to train their upper bodys a bit. Looking at today's skeleton climbers, this surely wouldn't hurt.
Especially more heavier built riders would benifit of the system as they could gain more wattages with their hands, of course. This could help a little bit to reduce their disadvanteges against the midget climbers.
Personally i think it would make pro cycling a much more healthier sport and would ad some extra entertainment.

Think about it, cycling has already changed a lot due to technology. The change from no gear bikes to todays 20 gear bikes simply isn't less dramatic than this new technology would.

So what's your opinion about it?

In all seriousness though, one question, why? What's wrong with the current model that it needs to be changed?

Semi serious answer. Para cyclist obviously may use hand cycles.
Looking at the drawing I wonder how you would steer that if the handles are used left to right etc. or if they are pulled back and forth together?

Design is non aerodynamic which means the extra power will be consumed by wind resistance
Also bike handling is going to be a problem at high speeds
