Signing on - only in cycling?

I can't say I've noticed the sign-on procedure in any other sport, maybe it goes on behind the scenes but anyone know? Or is it unique to cycling?

They have it in cross country skiing, though they don't do it up on a stage like in the bigger cycling races.

In football & rugby a team sheet signed by the manager is given to the officials before the game, so thats their version I guess.

I think the purpose in cycling ties in with the whole idea of spectators seeing the cyclists in a public affair.

We do it to ensure the rider is there. At smaller races we do roll calls.
Sign on is monitored by a commissaire to ensure no one signs for someone else.

Professional teams in most sports leagues submit a roster before each game, basically the same thing except done with teams. Golfers also sign their scorecards at the end of a round which is similar I guess.
