Whoever wants to pay the money gets a stage finish. Unfortunately its the most boring places in Holland and Belgium that need the exposure.

I think Luxembourg didn't want to be part of ENECO Tour right away so there's little chance of it being visited in the near future at least.

only expecting highlights videos. theres generally been about 5 minutes of highlights and interviews

Ey, come on. 2,7k, that's half of Luxemburg. If you want a longer prologue, the organizers would have to ask Germany, France or Belgium for permission.
