Stapleton's Role in Testing

The SI article mentioned Bill Stapelton's interacting with Don Caitlin for *years* about Armstrong test results.

Stapleton's role as USOC official and monitoring doping results for his client is a pretty egregious conflict of interest, but that's normal for the USAC board.

I'm unclear what would motivate Stapleton to do so.
