Because he is a rung or 2 below what's required to compete in the top levels of the sport.

Steele is a solid rider at PCT level and good at CT level.

He’s good enough for a PCT ride, but was unlucky that the PCT team he was on reverted to the Conti ranks immediately after his best season. He hasn’t done enough to get another chance as a pro since. It’s a tough world out there for sprinters who aren’t all that fast.

He did well today in the Melbourne crit, but this is mid season for him and an early season warm up for the guys like Bennett and Viviani who still beat him easily enough.
