In fairness, Strade Bianche in 2023 gave #1 to Alpecin when Pogacar wasn't there (i.e. alphabetical). I was initially annoyed but it's a more marketing choice from Soudal than RCS I think

It will be hard for ELB to win solo or in a sprint against that many riders, so it makes sense for them to try and use their numbers if possible.
